Small-space storage is a visibility problem before it is a capacity problem. What you cannot see, you do not wear.
Double the hanging space first
A second rail hung beneath the first roughly doubles capacity for shirts and folded trousers, and it is the cheapest change available.
Vertical space is usually wasted
The gap between the top shelf and the ceiling is dead space in most wardrobes. Boxes there hold off-season items perfectly.
Front-facing beats stacked
Files of folded clothes standing on edge, so every item is visible, prevents the bottom-of-the-pile problem entirely.

- Remove everything and clean the space
- Add a second rail below the first
- Put off-season items in labelled boxes on top
- File-fold everything in drawers so items stand vertically
- Hang the most-worn items at eye level
- Use the back of the door for shoes or accessories
- Leave one shelf deliberately empty for incoming laundry
